This handles the high-level functions of the master process during the majority of the application run. There is a setup phase, followed by a work phase, and then cleanup operations.

Parameters:

	myid	MPI myid.
	numprocs	Number of processes used.
	mpe_events_p	Pointer to timing structure.
	test_params_p	Pointer to test_params.

Returns:

0 on success.
